In a medium skillet over medium heat, cook the garlic, onions and peppers in oil until translucent. Set aside.
Using the same skillet, brown ground beef over medium heat. Drain off liquid.
Stir in the pepper/onion mixture, tomato sauce, ketchup, brown sugar, worcestershire sauce, mustard, garlic powder, and onion powder, mix thoroughly. Reduce heat and simmer 15 minutes. Serve on buns with a dill pickle spear and some chips.
